Abstract
Purpose – Citizens often perceive surveillance by government authorities as oppressive and, hence,
demonstrate reluctance in value co-creation from such services. This study aims to investigate the
challenges and benefits of citizen empowerment through technology-driven surveillance or ‘‘smart
surveillance.’’
